Zachary joined Coefficient Giving in March 2026 and advises on U.S. AI policy. Previously, he was senior policy advisor to Congressman Ted Lieu, where he worked on the House Democratic Commission on AI and the Innovation Economy and the bipartisan House Task Force on AI. Before that, he was a federal and state policy manager at TechNet, working on technology policy including AI and data privacy. Zachary holds a B.A. in Government and Politics from the University of Maryland.
